What Blackhawk Boulevard’s $8.6 Million Reconstruction Includes

Phase II-C combines road, drainage, water-line and sidewalk improvements. City documents explain the work areas and how access should be handled during construction.

FRIENDSWOOD — Blackhawk Boulevard’s reconstruction involves the street surface, the utilities beneath it and the sidewalks beside it. The Phase II-C project carries an approximately $8.6 million construction contract, with work planned on two sections of the boulevard.

Friendswood City Council unanimously awarded the contract May 4 to Reytec Construction Resources. The agreement in the council materials lists a price of $8,629,733.50. Funding combines a Harris County Precinct 2 partnership with city street and water-and-sewer sources, according to the May 4 agenda materials.

Where the work is planned

The city’s bid notice for Phase II–Repackage C describes replacement of the existing four-lane concrete roadway, including curbs and gutters, within these limits:

Storm-drainage work accompanies the pavement replacement. The utility scope includes 12-inch PVC water lines where existing lines are not PVC, plus a separate 24-inch transmission water main from FM 2351 to Edenvale Street.

Pedestrian improvements include replacing existing four-foot sidewalks with five-foot sidewalks and installing accessible ramps at side-street intersections, according to the city’s March 19 pre-proposal meeting summary.

What the documents say about access

That meeting summary also sets expectations for working around homes and businesses:

  • Access: The contractor must make provisions for residents, businesses, school buses, emergency vehicles, trash collection and mail service. Temporary driveways are included to help maintain access as much as possible.
  • Resident notices: Letters or door hangers are required before major activity, with additional notices for water-line connections and advance notification of water shutdowns.
  • Work zones: Pavement removal and replacement zones are limited to 500 linear feet. The contractor must notify the city and project engineer HDR at least one week before traffic switches so residents can be informed.

These are project requirements; the arrangements for a particular driveway or street will depend on the work taking place nearby.

The projected timeline

A July 1 update from Community Impact, citing city officials, reported that submittal reviews, tree protection and other preparations were underway. Major construction was expected later in the summer, with substantial completion projected for late 2027.

The agreement included in the May 4 council materials provides 540 calendar days from the start of contract time to substantial completion and 570 days to final completion. Those intervals alone do not establish a calendar finish date.
