Friendswood Planning Commission Takes Up Housing, Transportation and City’s Future Growth Tonight
The Planning and Zoning Commission will continue its review of Friendswood’s developing Comprehensive Plan, including chapters focused on housing, neighborhood character and transportation.

FRIENDSWOOD, Texas — How Friendswood grows, what its neighborhoods look like and how residents move around the city are among the issues scheduled for discussion Thursday evening as the Friendswood Planning and Zoning Commission continues work on the city’s new Comprehensive Plan.
The commission is scheduled to meet at 6 p.m. Thursday, September 24, at Friendswood City Hall. The posted agenda includes a work session reviewing three additional chapters of the draft Comprehensive Plan: Housing and Neighborhoods, Urban Character, and Transportation & Connectivity.

Those subjects make the meeting broader than a routine review of an individual zoning or development request.
A comprehensive plan provides a long-term policy framework that can help guide future decisions involving land use, neighborhoods, transportation, development, infrastructure and the physical character of the community.
What’s on the agenda?
According to the posted agenda, commissioners will first have an opportunity to discuss follow-up comments regarding Chapters 1 through 5 of the draft Comprehensive Plan before turning their attention to Chapters 6 through 8.
Why the Comprehensive Plan matters
An individual zoning case may concern a particular property or proposed development. A Comprehensive Plan operates at a much broader level.
Rather than approving a specific project, the plan establishes a longer-term vision and policy framework that city officials can reference when considering future development, redevelopment, infrastructure and land-use decisions.
That means decisions and recommendations being discussed during the planning process can have relevance well beyond tonight’s meeting.
Friendswood’s Planning and Zoning Commission is responsible for reviewing matters including zoning changes, specific-use permits, planned-unit developments, commercial site plans, plats and subdivision developments. The commission also provides recommendations to City Council on certain planning and zoning matters.
Residents can speak at the meeting
The September 24 agenda includes a Communications from the Public portion of the meeting.
Under the Texas Open Meetings Act, commissioners generally cannot deliberate on an issue raised during public comments if the issue is not already included on the posted agenda. The commission may, however, request that a subject be placed on a future agenda for discussion or possible action.
For residents following development, traffic, neighborhood preservation or long-range growth, the current Comprehensive Plan process provides an opportunity to see how those issues are being incorporated into Friendswood’s future planning framework.
A public town hall is also being planned
Tonight’s agenda notes that a Comprehensive Plan Town Hall is tentatively scheduled for Tuesday, October 20, from 6 to 8 p.m.
If held as currently planned, the town hall would provide another opportunity for residents to follow the Comprehensive Plan process as the city moves toward completing the updated document.
The Planning and Zoning Commission’s next regular meetings are currently scheduled for October 8 and October 22.
