FISD Lists $959,786 for Westwood Repairs & Mitigation
September financial records show ongoing environmental work and completed roof repairs at Westwood Elementary, offering a closer look at the campus recovery.

Friendswood ISD’s September maintenance report lists $959,786 in actual costs for environmental mitigation and repairs at Westwood Elementary, against a $1.05 million budget. The project entry remains marked as ongoing in the September capital projects report.
The records provide a financial update following the campus’s disrupted start to the school year. Trustees held an emergency meeting on August 5 to address mold at Westwood, authorizing the superintendent to arrange remediation and necessary spending, according to the August 5 minutes included in the September board packet.
What the separate cost schedules show
A districtwide priority-maintenance schedule dated September 12 lists $197,806.88 in expenditures for Westwood roof repairs and marks that work complete. It also records a $75,268 commitment for a Westwood rooftop-unit replacement, with no expenditures recorded yet and the project in progress. Those entries appear in the district’s bond and maintenance financial schedules.
The reports do not reconcile those entries into one campus-wide total or establish whether any costs overlap with the environmental-mitigation line. Adding the amounts together would risk double counting. The $959,786 figure should therefore be understood as the amount reported for that specific mitigation-and-repairs entry.
Why the roofing work expanded
The September 14 agenda says summer sampling identified saturated roof insulation. During repairs, workers found more moisture between the insulation and concrete deck, weakening the bond between those materials. Texas General Contractors completed an expanded repair scope.
The agenda asked trustees to ratify the superintendent’s repair decision. Talk of Friendswood could not verify the September 14 vote outcome from the accessible meeting record.
Earlier update described the next phase
At the August 24 workshop, the district reported that the emergency-remediation phase was complete while outlining further facility work. The workshop minutes describe replacement of damaged supplies, expanded roof repairs and installation of 68 treatment units within the heating and cooling system.
The same update said engineers would evaluate that system’s design and condition and assess other needs at the aging campus. Contractor costs were still being finalized, with longer-term priorities to follow.
For families and taxpayers, the next useful accounting detail is a reconciled breakdown of the campus work: what has been paid, which commitments remain and how the separate project entries relate. The financial tables reviewed here do not report current classroom air measurements.
